Anyone who was permabanned stays banned. Otherwise they have a period after which they can return. As for Tolland Man- I really do think his cancer got him.

Rather than writing all of this from scratch I have linked services here. The map piece is supposed to update when the Google Spreadsheet does but that bit is not working. So I have been loading their UI and refreshing the data manually a couple times a day.
